Raising productivity is one of the government┐s key priorities and core to the UK┐s Industrial Strategy. DCMS is commissioning research to develop a conceptual framework to explain how culture and heritage are conducive to productivity growth and the strength of evidence that supports these arguments. Our aim is to fit the arts, museums and heritage sectors into a conceptual framework which uses existing economic theory and research to understand how investment in the sectors leads to increased productivity.
The research should address the following research questions:

┐What are the mechanisms in which productivity is created through the arts, heritage and museum sectors, both within, between and outside of these sectors. How does this relate to the Industrial strategies five foundations of productivity?
┐What is the evidence base supporting the sectors impact on productivity and the five foundations of productivity?
┐How does Government policy or public intervention in these sectors lead to productivity improvements, for example the link between subsidised arts and non-subsidised arts?

The research should also deliver the following:

┐A mapping of DCMS policy interventions against the key productivity foundations;
┐A clear understanding of theoretical mechanisms and challenges related to productivity growth in the arts, heritage and museums sectors;
┐A consistent framework for understanding how productivity grows in these sectors;
┐A review of the evidence to support the framework (including a literature review and primary qualitative research);
┐A robust compendium of the evidence.
